David Folz is Professor of Political Science and Director of the Master of Public Administration and Policy Program at the Howard Baker Center for Public Policy. He is the UT Campus representative for the Tennessee Legislative Internship program and the faculty advisor for several different campus organizations including the UT chapter of the International City/County Management Association and Pi Alpha Alpha, the national scholastic honor society for Public Affairs and Administration.  He is a former Essays and Reviews editor for the State and Local Government Review and Treasurer and Executive Board member of the East Tennessee chapter of the American Society for Public Administration.

Dr. Folz teaches the State Politics course in the undergraduate political science curriculum and the Public Financial Administration, Public Management, and Research Methods for Public Administration seminars in the MPPA program.  He has authored or co-authored numerous articles in professional journals, including the Public Administration Review, the State and Local Government Review, the Social Science Quarterly, the American Review of Public Administration, the Journal of Environmental Planning and Management, Public Works Management and Policy, the Pollution Prevention Review, the Public Administration Quarterly, Judicature, the Public Productivity Review, and the International Fire Service Journal of Leadership and Management, among others.  Professor Folz is co-author of Managing America’s Small Communities: People, Politics and Performance (2005) published by Rowman and Littlefield and author of Survey Research for Public Administration (1996) by Sage Publications.  Dr. Folz has several years of professional experience as a professional urban planner and public manager and continues to consult with a variety of public agencies.
